DEP Murphy Act Land Inventory

Problem

The Florida Department of Environmental Protection, Division of State Lands (DSL) manages all State owned land holdings. Facing record budget shortfalls the State decided to surplus unneeded properties. State road rights-of-way acquired in the 1930’s and 1940’s under the Murphy Acts were targeted for surplus. Before beginning to sell any property the State needed a complete and accurate inventory of the Murphy Act land.

Approach

GlobalMind researched the public records and property tax rolls in each of Florida’s 67 counties to identify over 1200 Murphy Act properties. We created a map and database using Geographic Information System (GIS) technology to inventory and track each property. We developed a simplified interface using ArcReader from ESRI to provide managers with easy access to the property data.

Results

The initial project was successful in identifying surplus Murphy Act land. The State is now pursuing an expanded program to inventory land acquisitions from the Preservation 2000 and Florida Forever conservation efforts.
